China’s 1.3 billion souls own about 390 million cellphones, eclipsing all other countries, as well as the number of China’s land-lines (365 million).

Where it was formerly impossible to run traditional phone lines, folks can now make and receive cell calls.

That’s why the Chinese government decided to resort to text messaging for disaster warnings and other public service announcements.

During this year’s typhoon season 18 million messages were sent to those in harm’s way. Some whined that that they didn’t get enough warnings. Officials say they’re still working out the kinks.

But now, even in the most remote regions, like Tibet, when the question asked is “can you hear me now?”… they can.
